MOSCOW, March 24 - The optimal starting price for a 67.79% stake in national operator Ukrtelecom that is to be offered in a privatization tender would be UAH 25 billion ($3.2 billion), Transport and Communications Minister Yosyp Vinsky told Interfax.

"I you take into account the appraisal of fixed assets, which have been undervalued for many years, it will be one price. For example, when I came to the ministry the price of [national railway company] Ukrzaliznytsia was UAH 25 billion, and today it's UAH 75 billion.
