KIEV, Oct. 14 – A controversy arose on Tuesday over whether President Viktor Yushchenko’s decree dismissing Parliament had been appealed in the Constitutional Court, the only institution that has the power to override the decree.

Prime Minister Yulia Tymoshenko on Tuesday said her group had appealed to the Court among other measures to try to avert the dismissal and to stop the early election.
