KIEV, Oct. 3 – President Viktor Yushchenko, citing national security concerns, on Friday signed a decree ordering the government to urgently provide $1.8 billion in funds to Naftogaz Ukrayiny to stabilize its operation.

The decree comes days after the National Security and Defense Council, the country’s top security body, warned the failure to implement the measures “poses a real threat to the national security.”
