KIEV, May 16 - Ukraine and Russia on Friday failed to agree on a plan that would help to lower natural gas prices and clear Ukraine's outstanding gas debt, Naftogaz Ukrayiny, the national energy company, reported.
Alexei Miller, the CEO of Gazprom, and Andriy Kobolev, the head of Naftogaz Ukrayiny, met in Amsterdam earlier Friday to try to agree on a compromise.
Naftogaz argued that it is ready to pay for gas if Gazprom agrees to cancel its recent controversial 80% hike in gas prices.
