KIEV, July 31 - Ukraine’s economy contracted 1.1% on the year in the second quarter, the government reported Wednesday signaling the country may need assistance from the International Monetary Fund to offset lower budget revenue.

First Deputy Prime Minister Serhiy Arbuzov said Tuesday the government was hoping for a new $15 billion bailout and that he expected to sign the agreement in the fall.
