MOSCOW, April 11 – Russia may lend up to $6 billion to Ukraine to build two nuclear power reactors, Russian Prime Minister Vladimir Putin said Saturday after meeting his Ukrainian counterpart, Mykola Azarov.

The parties, however, failed to reach an agreement on lowering Russian natural gas prices, although Putin had said Ukraine’s latest proposals were “interesting.”
