KIEV, Feb. 11 - Prime Minister Yulia Tymoshenko, who lost Sunday’s presidential election to opposition leader Viktor Yanukovych, on Thursday refused to step down as her campaign continued seeking to challenge the vote.

The development suggests there may be delays in transition of power just when political consolidation is needed in Ukraine to pull the economy out of severe crisis.
