KIEV, Aug. 10 – Ukraine will repay by the end of the year the $2 billion mystery loan it borrowed from Russia in June, according to a memorandum released by the International Monetary Fund.
The government never disclosed details of the loan despite repeated inquiries from reporters, triggering speculation the money may have been provided by Moscow in exchange for political concessions.
But the memorandum, released by the IMF, appears to contain information on the loan, indicating that the government has disclosed this information to the Washington-based lender.
This underscores a growing clout of the IMF in Ukraine that has been increasingly becoming the country’s biggest lender and forcing the government to disclose all financial records.
