KIEV, June 3 – An overwhelming riot police force on Thursday dispersed and blocked a crowd of protesters, including opposition lawmakers, as President Viktor Yanukovych delivered his “reforms for the people” address.

Police also restricted traffic and pedestrian access to the area for hours, essentially wrecking havoc on transportation in downtown Kiev.

The authorities explained unusually tough measures and restrictions by the need to step up security to counter an unspecified threat.
