KIEV, Sept. 10 – A quarter of state purchases in 2008 and the first half of 2009 were realized by cabinet resolutions, the Ukrainian Accounting Chamber reported.

"For the period of 2008 and the first half of 2009 a total of UAH 52 billion was spent 'manually' out of UAH 200 billion realized by the state funds," the report said.
