KIEV, June 22 – Russian Prime Minister Vladimir Putin on Monday threatened to “take action” if Ukraine fails to fully pay by July 7 for natural gas imports in a message that has been apparently aimed at the European Union.

Putin, in his later remarks, explained that Russia has already provided a $2.2 billion loan to Ukraine helping to pay for gas, and suggested that EU countries must shoulder the burden.
