KIEV, Nov. 6 - Libya within the next three weeks will send a team to Ukraine for talks over construction of an oil refinery, a top official at the office of President Viktor Yushchenko said Thursday.

Andriy Honcharuk, Yushchenko’s deputy chief of staff, said Libyan-African Investment Cooperation Organization staff will travel to Ukraine for the talks before the end of November.
