KIEV, Sept. 3 – The Cabinet of Ministers has failed to implement in time a decision taken by the National Security and Defense Council to ensure the direct use of the Odessa-Brody oil pipeline, according to Bohdan Sokolovsky, the president's commissioner for international energy security.
"The Ukrainian premier should have personally reported on the implementation of the National Security and Defense Council's decision by Sept. 1, 2008. She at least has to inform the head of state on the reasons for [the government's] failure to implement the decision or suggest her own, an equivalent or better scenario for the project's implementation. Unfortunately, this has not happened," the presidential press service quoted Sokolovsky as saying on Tuesday.
