KIEV, July 16 – A joint venture led by U.S. oil company Vanco Energy said Wednesday it had filed for international arbitration in Stockholm seeking to force Ukraine resume its oil and gas production agreement.

The move comes as the government of Prime Minister Yulia Tymoshenko has effectively refused to hold talks with the company in a dispute over canceling in April the production sharing agreement.
