Ukraine reports record jump in COVID cases
Journal Staff Report

KYIV, Aug 13 - Ukraine recorded a record daily jump of 1,592 coronavirus cases on Wednesday, Reuters reported Thursday citing the National Security and Defense Council.

The number of infections has increased sharply in Ukraine in the past two months as authorities have eased some restrictions, allowing cafes, churches and public transport to reopen.

Health minister Maksym Stepanov urged people to obey broader restrictions that remain in place.

“I will insist on strict adherence to all the rules. The situation is very tense,” Stepanov told a televised briefing.

The record number of cases comes days after the government has decided to hold daily meetings on the issue amid concerns that the spread of coronavirus is accelerating.

Prime Minister Denys Shmyhal said that the a special government task force will be meeting everyday to track the developments and to suggest policy response.

"We should introduce a compulsory marking of the tests of the National Police, doctors, teachers and some other categories of workers separately. In this way we will be able to get more detailed statistics and understanding in which categories the disease spreads faster," Shmyhal said.

The total number of cases rose to 86,140, including 1,992 deaths and 46,216 recoveries, as of Aug. 13.

The European Union will provide macro-financial assistance of EUR 3 billion to neighboring partner countries to mitigate the economic impact of the coronavirus pandemic, the European Commission reported earlier this week.

Disbursements under these programs are subject to political preconditions, including respect for democratic principles, human rights and the rule of law.

Each beneficiary has its own set of political conditions.

For Ukraine, the policy conditions for its EUR 1.2 billion MFA program are larger and more comprehensive and relate to strengthening public finance management, governance and rule of law, reform of the judiciary, competition in the gas market, improving the business climate and governance of state-owned enterprises.
