KIEV, Sept. 8 - Ukraine should decentralize power, hold early elections in Donetsk and Luhansk regions and adopt a law prohibiting prosecution of individuals in relation to the events that took place the two regions, a protocol on the results of consultations of the trilateral contact group in Minsk says.

The document posted on the OSCE Web site Saturday night consists of 12 planks and says that the sides must immediately stop fire on a bilateral basis and guarantee monitoring and verification of the non-use of force by OSCE.
