KIEV, Sept. 5 - Ukraine has received a second $1.4 billion loan tranche from the International Monetary Fund under the Stand-By Arrangement, the Finance Ministry reported.

At the same time, Ukrainian President Petro Poroshenko has promised to push ahead with reforms demanded by the West.
