KIEV, July 10 – A possible third wave of economic sanctions from the West against Russia should target its major financial institutions and energy sector in order to make the sanctions more effective, former U.S. Ambassador to Ukraine Steven Pifer said.

He said during a Skype conference from Washington on Wednesday that the sanctions should affect the interests of major financial institutions in Russia and that now they concerned only small banks.
