KIEV, June 24 - Ukraine and the European Union have to persuade Russia before winter to stop using natural gas prices as a tool of pressure against other countries, Andriy Kobolev, the head of Naftogaz Ukrayiny, said Tuesday.

Russia cut off gas supplies to Ukraine on June 16 after the two countries had failed to agree on prices and debt payments schedule. Russia continued supplies to Europe via Ukrainian pipelines.
