KIEV, Sept. 11 - Ukraine and Royal Dutch Shell on Thursday signed an operational agreement that opens ways for the multinational company to start drilling for gas in the country, the government reported.

The agreement was signed in the presence of Ukrainian Prime Minister Mykola Azarov at Shell’s headquarters in Hague, underscoring the importance the government makes of the event.
