KIEV, July 10 – One of two operating refineries in Ukraine reduced output to a minimum after the government introduced higher gasoline and diesel fuel quality standards earlier this month.

Shebelinka Gas Processing Plant, based in Kharkiv region and owned by Naftogaz Ukrayiny, reduced daily refining to 1,000 metric tons and faces a complete shutdown.
