KIEV, Dec. 3 - Ukraine’s national energy company Naftogaz Ukrayiny on Monday signed an agreement with Keppel FELS of Singapore to buy two semi-submersible offshore drilling rigs for a total of $1.22 billion, the company reported.

The agreement comes two weeks after Keppel has been selected by the government as supplier of the rigs that must be delivered by the end of 2014.
