KIEV, Nov. 26 - Ukraine on Monday broke ground on a $1 billion liquefied natural gas terminal on the Black Sea as the country seeks to reduce dependence on imports of Russian natural gas.

“This is a historic moment,” Prime Minister Mykola Azarov said in remarks aired by the state television Pershiy. “Today we made the first real big step to ensure energy independence of Ukraine”.
