KIEV, Nov. 10 – President Viktor Yanukovych, in his first reaction to allegations of sweeping fraud at parliamentary elections 14 days ago, admitted there were “natural flaws” and blamed election legislation for the problems.
Yanukovych kept silence for two weeks even as opposition parties had launched street protests and threatened to withdraw from Parliament after police had been used to seize ballot boxes in some districts.
