KIEV, March 2 - An international consortium led by U.S. oil company Vanco Energy plans to sign an amicable agreement with Ukraine “soon” and to start oil and gas exploration offshore the Black Sea within months.

Jim Bown, the representative of Vanco in Ukraine, addressed an international energy conference in Kiev to say the company hoped to begin the exploration “in the first half of the year.”
