KHERSON, Feb. 10 – China Petroleum&Chemical Corp. (Sinopec) is ready to finance the reconstruction of Kherson oil refinery if Ukraine grants state guarantees, the co-owner of the refinery, Ihor Yeremeyev, said at a meeting of the regional reform committee in Kherson region.

The owners could propose to the state to become a shareholder in the refinery or use the company's shares as collateral.

He said that if there were the funds, it could take four years to reconstruct the refinery.
