Prosecution investigator backs Tymoshenko on Kyoto accusation
Journal Staff Report

KIEV, Jan. 5 – An investigator for particularly important cases at the Prosecutor General's Office, Serhiy Horbatiuk, has claimed that the funds allocated under the Kyoto Protocol were spent on the expenditures of the state budget, rather than on the payment of pensions.

"Pensions are not paid by the Cabinet of Ministers of Ukraine - pensions are paid by the Pension Fund. The Cabinet of Ministers executes the current budgetary expenditures, and the funds received under the Kyoto Protocol were spent on this," Horbatiuk said.
