KIEV, June 29 - The Ukrainian government is in talks with unnamed U.S. companies to create joint ventures for the development of the Black Sea shelf, Fuel and Energy Minister Yuriy Boyko said in an interview with the Uriadovy Kurier newspaper.

Boyko said that Ukraine does not have its own deep-water drilling techniques and enough funds to develop the shelf and that it is impractical to develop the shelf independently.
