KIEV, June 17 - Ukraine’s second-biggest steel mill, which is fending off a raider attack from undisclosed Russian investors, may later merge with Metinvest, Ukraine’s largest steel and mining group, Volodymyr Boyko, the mill director, said Thursday.

Boyko met Prime Minister Mykola Azarov to brief him on the future plans as the government is helping Illych Metallurgy Company to fend off the raider attack.
