KIEV, Dec. 28 – Ukraine and Russia have “practically” completed talks over higher tariffs for crude oil transit to Europe, an official said Monday hours after Russia had sent out a warning the supplies may be suspended.

Ukraine last month asked Russia to pay greater tariffs for shipment of its oil to Europe in 2010, and to add a clause that penalizes Russia for shipping less oil than had been originally promised.
