KIEV, Dec. 23 – President Viktor Yushchenko Wednesday urged the government to unlock financing of the upcoming presidential election after the Central Election Commission complained less than 1% of the money has so far been allocated.

Yushchenko said an emergency session of Parliament may be needed next month to approve a bill that would protect the spending on the election.
