KIEV, Dec. 17 – Ukraine’s Transportation Ministry suggested introducing a system of paying compensation to passengers traveling to or from airports in European Union countries if the airlines refuse to allow them to board.

According to draft rules of passenger transportation and luggage drawn up by the ministry, if airlines plan to refuse to take passengers on board, they are to find volunteers who are ready to cancel their reservations in exchange for refunds.
