KIEV, Dec. 9 – There is a “high probability” of a new natural gas supply crisis between Ukraine and Russia next month that may affect consumers in the European Union, Ukraine’s top security body said in a report Wednesday.

The National Security and Defense Council, the body under President Viktor Yushchenko, said the crisis may be provoked by Russia to strengthen its case of building European gas pipelines bypassing Ukraine.
