KIEV, Nov. 16 – A draft intergovernmental agreement on gas issues through 2030 recently published by the Ukrainian media is only an "opening offer from Gazprom's management" for further talks with Ukraine on that subject, according to a representative of the Ukrainian presidential secretariat.

"To me it looks like the starting position of Gazprom's management," said Oleksandr Shlapak, the first deputy head of the presidential secretariat, at a press conference in Kiev on Monday.
