KIEV, Oct. 12 – Russian businessman Konstantin Grigorishin, who took part in a tender on the sale of OJSC Odessa Port-Side Plant through Frunze-Flora Ltd., has said that the government at present cannot return security funds to tender bidders and connects the payment with a next tranche from the International Monetary Fund.

"On behalf of the premier, we were informed that there is no money in the budget, and we would receive security funds if the IMF gives money to Ukraine and something remains, but this would be no earlier than November," he said to the Ukrainska Pravda on-line publication.
