KIEV, Oct. 8 – President Viktor Yushchenko has signed a decree instructing the state border service to take all steps to block the departure of dishonest borrowers of troubled Ukrprombank and Nadra Bank from the country.

"Dishonest people should fulfill their commitments to the banks and to depositors," he said at a meeting with representatives of companies that owed money to the said financial institutions.
