KIEV, Sept. 4 – Ukrtelecom on Sept. 3 began offering the first tariff on fixed communications services not to be based on ceiling tariffs regulated by the state.

Ukrtelecom's Deputy Board Chairman for Marketing and Service Sales Ihor Kravets said that the Long Talks package includes unlimited usage of local communications plus 300 minutes of international calls or calls to Utel subscribers for UAH 60 per month.
