KIEV, Sept. 3 - Bohdan Sokolovsky, President Viktor Yushchenko's representative for international energy security issues, does not see real steps made by government regarding the creation of an oil refinery in Ukraine jointly with Libya.

"Unfortunately, the issue concerning instructions given by heads of states to their governments, among which the determination of expediency of the creation of the oil refinery in Ukraine, has been delayed, and we don’t have information on any positive decisions, concrete steps, which should be realized," he said.
