KIEV, July 9 – The National Communications Regulatory Commission has barred mobile communications operators from setting so-called zero rates on mobile calls.
As commission member Liudmyla Artiushenko said, the zero rates recently offered by mobile communications operators often mislead subscribers, because even if they declare free calls within or between the networks, they in fact require the monthly topping up of a mobile account and only a limited number of zero-rated minutes for calls.
"There cannot be a zero rate as it is. This is not an economic category," she said.
