KIEV, May 15 – The implementation of the country's privatization plan is impossible without the sale of a controlling stake in Ukrtelecom national communications operator, according to Dmytro Parfenenko, acting head of the State Property Fund of Ukraine.

"Without the sale of strategic objects, we unfortunately will not be able to fulfill [the privatization plan]. Ukrtelecom is among strategic objects of which [privatization] is not banned," he said at a press conference in Kiev on Thursday.
