KIEV, April 27 - Ukraine will seek to avoid penalties caused by lower-than-expected imports of Russian natural gas this year, Prime Minister Yulia Tymoshenko said Monday.

Tymoshenko is due to meet her Russian counterpart Vladimir Putin in Moscow on April 29 for talks on a range of issues, including on natural gas imports and transit.
