KIEV, March 31 – President Viktor Yushchenko on Tuesday suggested sweeping amendments to the constitution that would include creating a second chamber of Parliament that may de-facto strengthen presidential powers.

In his annual address to Parliament, Yushchenko suggested the president should be also granted more power to veto government decisions on foreign policy, defense and security matters.
