KIEV, March 29 – The European Union should start buying Russian natural gas at the border between Ukraine and Russia, President Viktor Yushchenko said on Sunday, defending a recent EU-Ukraine gas declaration that angered Moscow.

The declaration, which was approved in Brussels a week ago, calls for a $2.5 billion investment to upgrade and to increase capacity of the Ukrainian gas pipeline system that moves Russian gas to Europe.
