KIEV, Nov. 21 – Kiev Mayor Leonid Chernovetsky said he hopes to convince President Viktor Yuschenko that he was right to increase rates for municipal services for companies five to tenfold.

"I think that I'll manage to convince the president that his decree [canceling the increases] was of an emotional character," Chernovetsky told the press.
