KIEV, Oct. 28 - Russia and Ukraine are making progress in natural gas talks and will probably sign an agreement on 2009 supplies before the end of November, a source in the Ukrainian government said Tuesday.

“We are making some good progress,” the source said. “We expect the agreement to be signed within the next couple weeks.”
