NEW YORK, Sept. 24 – President Viktor Yushchenko, addressing the United Nations, called for an obligatory framework agreement - a global environmental constitution - and the formation of a single environmental protection body with proper powers.

Yushchenko spoke at the 63rd session of the UN General Assembly in New York on Wednesday and said Ukraine was ready to tackle global challenges.
