HALYCH, Aug. 18 - Speaking to journalists in Halych, Ivano-Frankivsk region, President Victor Yushchenko criticized the government for protracting the adoption of a plan of financing the reconstruction of facilities in the flood-hit region.

"It's a shame that the plan of financing of every facility hasn't been passed by the government yet. This is not a proper way to tackle the natural disaster aftermath, I believe," he said at a meeting with residents of the city of Halych, Ivano-Frankivsk region.
