KIEV, July 9 - Austria's Voest-Alpine, which is studying the possibility of building a metals plant in either Ukraine, Romania, Bulgaria or Turkey, will make a decision on the site for the plant's construction before the end of 2008, Ukrainian Deputy Industrial Policy Minister Volodymyr Severniuk said on Wednesday.

"Essentially, Ukraine and Romania are being considered as actual candidates for [the plant's] construction," he said.
