KIEV, May 21 – The cost of building a new oil refinery to refine Caspian crude in Ukraine is around $4 billion, according to Fuel and Energy Minister Yuriy Prodan estimated, referring to the data from a marketing study conducted by Britain's Mott MacDonald Company.
He said that the estimated capacity of the new refinery is around 10.5 million tons of oil per year, and the terms of the construction are three to five years.
