KIEV, May 8 – Ukraine’s government on Thursday canceled a special license awarded last year to Vanco Energy, an independent U.S. oil company, to search and produce oil and gas from a Black Sea offshore area.

The Environment Ministry, which announced the decision, has not explained the reason for canceling the license.
